The name of the actress is Sandy Wasko.
A site called "Celebrity Movie Archive" mentions that "Sandy Wasko
doing a topless striptease dance during the opening credits sequence

copyright). She also appears in the cast list in some sites.
According to that site, Wasko is also known as Jill Green; I found no
collaboration to that fact.
Wasko is repersented by McCarty Talent Agency, where she also has a
profile page, listing notable appearances:

Dear Truth,
I would and I'll notify you if there's a change.
However, I also did a research on Carrie Phenix, after you mentioned
her name, and found no indication that she even particpated in that
film. It should be noted that not only the site "Celebrity Movie
Archive" mentions that Sandy Wasko is the dancer in the opening
credits of "Just a little harmless sex?", but also other sites as well
mention her as participating in that film.
