Yes, I guess I am. Specifically, over the last 10 years which has has the
average lowest interest rate.

Adjustable rate mortgages will always have a lower initial rate than a
fixed rate.  There are several types of ARMS out there.  Would an
explanation of how ARMS work and a comparison between ARMs and FRMs
suffice as an answer with some historical data as well suffice?
