How do I convert a 20 MB MPEG-1 clip to a RM (Real Media) file
that is about 20 MB also (not significantly smaller)? I have tried
Boilsoft and Hero Converter at all possible settings, however, the rm
file, whatever I do, comes out at less than 10 MB, the audio is out of
sync and the quality is poor.

Have you tried discreet Cleaner? It is by far the best software for
this type of thing that I have ever used and is widely used
professionally. A trial version is available for download.
