Searching for a company within the beauty - cosmetics & treatment
arena, who can manufacture for a start up business. We would like to
coordinate as few players as possible within the process of bringing
this product line to market.

Rinnie-ga, This is an interesting question, and I am not sure a "One
Stop"  location can meet all  your requirements. I am going to list
several web sites that appear promising, with the most relevant
appearing at the top of the list. You did not mention what the minimum
order would be, and I found "small" orders were measured differently
on each site. The first one, which, while not in New York, IS in
Clifton, New Jersey.

They carry over 1,000 products, and a minimum order of $100, which
sounds very reasonable to me. It did not appear that they have the
ability to produce your own formula of cosmetics, although I did write
to them and ask.

The above named company also has a number of labels and packaging from
which to chose, as well as custom artwork. Custom artwork is $150 an
hour, or you can supply your own logo/artwork.

What they do NOT have are the herbal oitnments, breath sprays or
vitamin sticks.

herbal, vitamin enriched and natural products. They have a 750 unit

The following company specializes nail polish and lipsticks, but has
as well an in-house R&D staff that offers a range of products such as
creams, lotions, nail care,  eyeshadow, eye and lip pencils, body
gels, lip gloss and children's cosmetics. They also offer accessories
like files, all of which can be imprinted. The web site did not list
the location of the company, but the website is registered to their
company, in Lawrence, NY.
