We would like to enter into Cost per Action (CPA) or Cost per Lead
(CPL) relationships with U.S. non-profit organizations (501c
designation) for new subscribers to our newsletter.  These non-profit
should have large memberships and/or highly visited websites.

What are the CPA, CPL networks out there that specialize or have a
high concentration of nonprofits?

What are other efficient ways to locate non-profit organizations that
would be interested in CPA, or CPL campaigns?
