I backed up my files onto a CD.  When I try to copy the file from the
CD to my hard drive I get the error message:

"error performing inpage operation".  

When I try to access the file straight from the CD I get an error due
to permissions.  Is there a way around this?

  How did you backup your files? Did you copy them directly to the CD?

I used Adaptec Easy CD Creator 4.  After backing up 2 different disks,
I accidentally erased the folder containing my personal files. 
Thankfully, I backed up 2 disks -- one with all my personal files and
my PST files, and the other with my business files and my PST files. 
The second disk is fine -- I dragged all my PST files back and I can
use my Outlook again.  However, the first disk containing all my
personal files is the problem.  I can see all the files, they have the
appropriate size, but when I try to open the files or try to drag/copy
the files, I get a permission error, or I get an "error performing
inpage operation" error.

This Microsoft Knowledge Base article provides an explanation
as to why this particular error message is given in the process
of trying to copy files smaller than 256kb:

However, the implication is that your media is bad,
resulting in the I/O errors which would produce the message.
This sort of error could occur if the CD was not finalized.
Did you encounter any hangup at the end of burning this CD?

I ran across some posts that indicated successful copying
by repeated efforts. You might also try copying one file
at a time, especially with the smaller (less than 256kb)
files, and see if this results in success.

I don't think this is a bad media problem.  I can see all the files
and all the files show the appropriate sizes.  The problem is when I
try to open a file, such as a Word file, and the file doesn't open and
I get the "error performing inpage operation" error.

Focusing on the inpage operation error seems to be getting
us nowhere. You briefly mentioned getting a "permission error".
Perhaps if you could expand on that, it might be more fruitful.

Getting this error generally means that the media you are trying to
copy the data from is bad, this does not mean that you can't see the
files , the FAT's may be perfectly allright.

There are a few ways to by-pass this problem on a CD however you need
to be rather computer savy to do it

First thing you can try is use a utility called ISO-buster

It may or may not be able to recover your files 

If ISO-Buster fails there is one other thing you can try 

You need to do is make an image of you cd on your hard disk (and tell
the program you are using to ignore all the errors it encounters while
making the image - Nero Burning rom has a nifty setting for it)

secondly you need to repair the image by using CD-Mage  

it can be found here http://cdmage.cjb.net

then use either CD-Mage or ISO-buster to extract the files from the image 

you may not be able to recover all the files but a large percentage is
better then nothing at all
