I want to be able to run a script that will create web pages, using a
simple template and a mySQL or XML file with the page-specific data. 
Each page looks the same but has different 1)title 2)header 3)body
4)nav bar

Is there an open source program that does this?

This is a one-time batch process, not dynamic on-the-fly creation.

Have script, have data for each page, create pages once. Publish once. 

Simple. Not server based, necessarily. Prefer PC. 

Ignore the above comments -- they were made by somebody who thinks
they are being helpful. Or, perhaps not.

First, you'll need a web server. Apache does this. (got to http://apache.org )

Then, you'll need a programming language that needs to work on top of
the web server. I'd recommend PHP, but there are countless others.
