There are many useful resources which will aid you with this, and
finding someone to carry out work or finding pre-existing images
should not be hard.
One of the best places to start, is Aerial Photography of America:

They feature a comprehensive list of photographers around the USA,
organized by state. Only the company name and phone number is listed,
and no description or link is given, so you will need to call around
to get more information.
Another well organized listings site is Cloudhopper's aerial
photography index.

It shows all the states graphically, and lets you click on each in
order to view the available photographers for that state. Some links
are given too, so you can see the actual company or photographer's
site.
Of course, it would be good to see Google's directory listing of
aerial photographers. Although it is less well organized than the two
sites mentioned above, it is still worth a visit:

If you would be content with stock photography, then Air Photo USA has
a vast archive of high quality images from across the USA that it is
willing to sell on CD-ROM. Note that these are mainly of cities, so if
you wanted anything else, you would probably have to commission it.
