Please let me know if this works for you.

Hi,

Click on Start>Run and type msconfig and press enter. System
Configuration Utility Dialog box will appear then click on the Startup
tab and uncheck the ScriptBlocking option and click the Ok button. now
restart your system.

this should work!

It seems you have some sort of browser hijacker. I'd recommend this
shareware "Spybot - Search & Destroy" it scans for spyware, adware,
hijackers and other malicious software.

After getting rid of the hijacker you should be able to set your home
page to anything you want to.

All you need to do is go to a web page you want for your home then
click on tools, Internet options, and click use current. the web page
in the window will change to the one you are on, then it will open as
home page.

althou everybody here is correct at some degree let me clarify something.
Yes, uninstall the 1lookup toolbar.
Yes, install a program against spy software like spy bot or (my
favority)Adaware www.lavasoft.net.
But you also are going to need a hijack repair tool like "Hijack this"
to help you eliminate those dsn rerouters.
