What are the kidnapping statistics for each state in the USA? The
stats should come from some reliable agency. A link to the website
with the stats is good enough for an answer.

I have found the following reports which you can download as PDF files:
  
* National Estimates of Missing Children: An Overview (Oct 2002)
  
* Nonfamily Abducted Children: National Estimates and Characteristics (Oct 2002)
 
* Children Abducted by Family Members: National Estimates and
Characteristics (Oct 2002)
 
* Runaway/Thrownaway Children: National Estimates and Characteristics (Oct 2002)
  
  
In the "Nonfamily Abducted Children" report, the abductions are not
broken down by state, but they are broken down by region - i.e.
Northeast, Midwest, South, West.

The stats are from the "NISMART" studies (National Incidence of
Missing, Abducted, Runaway, and Thrownaway Children).

The FBI keeps Crime Statistics: 

http://www.fbi.gov/ucr/cius_02/html/web/offreported/offreported.html

will give you the 2002 national wrongdoing tally

further addendum on the previous: fbi reports state:

"some serious crimes, such as Kidnapping, occur infrequently.
Therefore, for practical purposes, the reporting of offenses known is
limited to the selected crime classifications because they are the
crimes most likely to be reported and most likely to occur with
sufficient frequency to provide an adequate basis for comparison."

There are no national statistics kept by the government (perhaps they should)
