I just received an email that reminded me of my own interest in
advanced material-based "free energy" engines:

My name is Joe Eichholz and I am looking for grant money to move my
invention to the second stage.
Ive invented a fuelless engine and it works on a lawn mower engine but
I need to now make it work on a car or truck engine.
I need funds to be able to do this for supplies, a few more tools and
space inwhich to do it like a big shed in my back yard.
I believe this to be a great invention not just for the obvious reason
but also for home electric generation plants and many other uses
including millitary, how great would it be for our vehicles to travel
to there target with out stopping for fuel or a drone with unlimited
fly time/
Anyhow, when it comes to grants or anyother way to get money I know
nothing and need help bad.
Is there anything you can do or say to help me with my specific problem?

I have no idea where Joe got my name, though I've had a few
entrepreneurial web sites. But from time to time, I've poked around
for energy related grants, and have seen a bunch where something was
going on, but it was amorphous, such as a phone number or a budget
amount but nothing more.

So, my question is two-part: is there something in place to circumvent
this mess and take Joe public on the pink sheets with a budget of a
few million and a few engineers he probably could be grudgingly
convinced to take on? My intuition is that this sort of thing should
be possible, no matter what the odds.

And if this isn't the case, since he seems pretty fond of free money;
who has grants that are reasonable for the applicant to fill out and
don't require co-sponsorship/matching funds, etc? Ideally, they would
help fill them out, a little?

Last call? I presume that when nobody wants the money, the considerate
thing to do is come up with one where somebody does?

On a related note, I'm thinking of either switching to the rudiments
of a "poor man's" IPO, possibly keeping the water engine thing? Does
everybody think that a fuelless engine is "just too crazy"?
