The Regmon program meets these requirements. It is available from:

I tried it with Windows XP and it worked fine.
I checked for other similar programs, but did not find anything. A
search for "Windows registry monitor" led me to six pages of Registry
tools at
http://www.pchardware.ro/Download/index.php?catid=11
From a scan of these pages, it appears that comparing two snapshots is
a more common technique than monitoring changes as they occur, and
most of the available programs are shareware, not free. So I didn't
find anything better than Regmon.

I haven't retained the details of how I found that page, but I
suspected from my knowledge of Windows that the audio volume setting
was stored in the Windows Registry, so I was looking for information
about the Registry and audio volume specifically.
