There aren't many search engines and general directories that are
important to submit to, so here is a list of the good ones, and how it
all works.
Open Directory
--------------
Free to submit to, but problematic because it relies on volunteers who
often have their own agendas or attend to submissions infrequently.
Yahoo Directory
---------------
$299 per year for commercial websites to be listed. Free for
non-commercial, but can take months or years to appear.
Looksmart
---------
Listings attract a fee of 0.15 for each click-through. Non-commercial
sites can be submitted to zeal.com
Business.com
------------
$99 per year.
The above directories operate independently of search engines. The
only difference being listed in them makes is extra PageRank for your
site. Being listed in ODP is desirable because it provides good
PageRank for free.
No major search engines require you to be listed in a directory.
Google
------
Submission is free, and a listing in ODP is not a requirement.

If you submitted your site more than 2 months ago, and it is not
appearing in search results, let me know the URL and I'll see if I can
find out why.
Yahoo / AltaVista / AlltheWeb
-----------------------------
Submission is free, but you need a free Yahoo email account. A listing
in Yahoo Directory is not a requirement.

No free submission. Fees start at $30. A listing as an answer to a
question is not required.

MSN Search
----------
Their spider is currently crawling the web, and most sites with a few
links pointing to them will be visited. When they have a submission
process, they are bound to charge a fee
