You have two options.

First is DotNetNuke (DNN) which is written in VB.NET and is located at
http://www.dotnetnuke.com

Second you have Rainbowportal which is written in C# and is located at
http://www.rainbowportal.net.

Both of these are based on the origional IBuySpy portal application
which Microsoft contracted a company for to post on ASP.NET.
