What type of trade restrictions does this country use? Who will
benefit from these restrictions? Who might lose?   I need 4 - 5
paragraphs

You are right. I forgot to add an S at the end of reports so lets try again.
The correct url is:   http://www.ustr.gov.reports/nte/2003/. This should work now.
