Question ID: 321266
How do I obtain a technology-related (computer) teaching position in
a California high school? I am currently certified to teach in the
state of Pennsylvania, and have been doing so for the past 7 years. I
will be moving to California this summer, and have little or no idea
of the structure of the Dept. of Education there. If it is anything
like Pennsylvania, I expect there is a procedure for certification.
Is there a need for teachers in California? If so, is it in any
particular geographic area, or instructional area (i.e., southern CA,
math-science)? I will be re-locating to the Temecula area.

Thanks for asking!

Teacher credentialing in California is overseen by:

State Of California
California Commission On Teacher Credentialing
Box 944270
1900 Capitol Avenue
Sacramento, CA 94244-2700

Telephone: (916) 445-7254 or (888) 921-2682
E-mail: credentials@ctc.ca.gov
Web site: www.ctc.ca.gov

Leaflet Number CL-560 details the Requirements for a Single Subject
Teaching Credential for Teachers Prepared Outside of California.

"California has a two-tier credential structure. A five year
preliminary credential is the first credential issued after an
individual meets basic credential requirements. A professional clear
credential is issued when all credential requirements have been
completed.

A Single Subject Teaching Credential authorizes the holder to teach
the specific subject(s) named on the credential in departmentalized
classes such as those in most middle schools and high schools.
However, a teacher authorized for single subject instruction may be
assigned to teach any subject in his or her authorized fields at any
grade level: preschool, grades K-12, or in classes organized primarily
for adults."

Several credential options are available -- the following appears to
be the most applicable (select link below this excerpt for complete
information):

Out-of-State Trained Applicants with Five or More Years of
Out-of-State Teaching Experience

Requirements for the Five-Year Preliminary Single Subject Teaching Credential

Teachers prepared outside of California who verify five years or more
of full-time teaching experience in another state or U.S. territory,
in the subject area of the credential sought, may qualify for a
California teaching credential by documenting all of the following:

Baccalaureate or higher degree from a regionally-accredited college or university

A professional preparation program in secondary education, including
student teaching, with a minimum grade of "C" on a five-point scale,
taken at a regionally-accredited institution accredited by the state
certification agency of the state in which the program was completed

Issued or eligible for a comparable teaching credential from another state

Completion of an academic major (see Terms and Definitions ) in the
subject of the credential sought

Five years or more of full-time teaching experience (see Terms and
Definitions ) in the subject of the credential sought

Evidence of rigorous performance evaluations (see Terms and
Definitions ) on which the applicant received a rating of
"satisfactory" or better

Requirements for the Professional Clear Single Subject Teaching Credential

Applicants may apply directly to the Commission for a professional
clear teaching credential by submitting an application form and
current application fees with documentation of all of the following:

Pass the California Basic Educational Skills Test (CBEST) during the
first year of certification (unless passage was verified with the
issuance of the preliminary credential). CBEST must be passed within
one year of the issuance date of the preliminary credential in order
for the holder to be eligible to continue teaching.

Possess the five-year preliminary credential based on five or more
  years of teaching experience

Complete 150 clock hours of activities that contribute to the
individual's teaching competence, performance, effectiveness, and
that assist the applicant in meeting or exceeding standards for
professional preparation established by the Commission.

In addition, most school districts list their own position
requirements for teachers who do not (yet) possess a California
Teaching Credential. Under certain funding sources, such as the
California lottery, some available jobs in Computer Education, a
credential is not necessarily mandatory.

California Population Trends
----------------------------------------------------------------------

Population Policy for the 21st Century -- "In recent years the fastest
growing metropolitan areas have been in the Sun Belt of the West and
South, especially cities in Nevada, Texas, Florida, Southern
California, and Arizona. Growth rates in some of those cities and
states have been extraordinarily high. Throughout the 1990s, the city
of Las Vegas added about 1,000 residents every week, earning it the
number one spot on the Census Bureau list, with a 41 percent gain in
the six-year period of 1990 to 1996. In 1996 alone, California added
410,000 people, by far the largest increase of any state. Other cities
and regions experience little or no growth, making the issue far less
salient."

The California Department of Finance offers school enrollment
projections for the next decade:

State Enrollment Outlook
-------------------------

"Secondary enrollment is projected to grow until 2010, a 14.7 percent
increase from 2002. It will then recede to 2,027,350 by 2012.

Total enrollment is projected to grow to 6,418,118 in 2007, a 3.9
percent increase from 2002. It is then projected to decline to a low
of 6,402,672 in 2011 and rise slightly in the 2012 projection out-year
to 6,404,609.

High school graduates are expected to increase by 23.4 percent by 2012."

County Enrollment Projections
-----------------------------

"Between 2002 and 2003, the counties with the fastest-growing
enrollments will be San Benito at 3.8 percent, Riverside at 3.5
percent, Placer at 2.7 percent, and Madera at 2.3 percent. Over the
next ten years, Placer County is projected to have the fastest growing
enrollment, increasing by nearly 33 percent, with San Benito close
behind at almost 28 percent. Riverside is expected to have the
third-fastest growing enrollment at over 26 percent.

Five Southern California counties, Los Angeles, Orange, San Diego, San
Bernardino, and Riverside contain over 56 percent of the state?s total
K-12 enrollment. Rounding out the top ten counties with the largest
enrollment are Santa Clara, Sacramento, Alameda, Fresno, and Contra
Costa. These ten counties combined represent over 73 percent of the
state?s enrollment."

Temecula is located in Riverside County. San Diego and San Bernardino
counties would be considered within commuting range of Temecula.
Californians tend to measure commute in terms of time, rather than
miles, which might be significantly greater than those from the East
are accustomed.

California Teacher Projections
----------------------------------------------------------------------

CalTeach offered recruitment services to those seeking California
teaching positions until the end of 2003, when it was closed due to
budget cuts. "HOWEVER, there still is a great need for teachers,
particularly teachers of special education, math, and science."

The Perris Unified School District (Riverside County) describes
statewide teacher employment projections:

"... California will need 260,000 to 300,000 teachers in the next ten
years[.] The demand is especially high in urban and rural areas, and
in the fields of math, science, bilingual education and special
education."

Search Strategy
----------------------------------------------------------------------

Much of the information was provided from my personal bookmarks. I am
a Californian, a vocational specialist in Computer Education, and have
taught the subject (off and on) in California for grades K-12, Adult
Ed, and at the Community College level since 1982. I also used the
following Google Search Terms:

"southern california" "education trends"
"southern california" "population trends" schools OR infrastructure
