What I'm looking for a web size-up tool that will tell me metrics such
as, average page size, or total size of all images, perhaps how many
links, total "input" tags, etc.

I need the important things that would help me to estimate the size of
an existing web site.

It's one thing when you have server side access, but it's another
thing entirely, when you don't.  

This isn't such a big deal for hosting estimates, as metrics those
things are readily available (how many hits, how bytes).

However, for design and development?  It's a big pain in the ass since I
can only do them by hand.

The bigger the client, the larger the chore it becomes.  Help!

I know good tools/services such as Netmechanic and the ole Linkbot,
but they're not exactly what I need.  There are numerous tools that
help with cross-browser/cross-platform issues, but no.  There are tons
of tools that help with compliances issues like ADA, useful but not
quite.

All these tools suffer from one problem, they all are tools for the
designer/developer that's be already awarded the contract, or the
webmaster that's tunning up the web site, etc.

These tools do little though for the guy that's trying to get the "job".

The tool/service I need would go a step further than just spit out
type of server and all it's environment variables.  It would analyze
the content.  My dream tool/service would schedule to hit the site a
couple of times, determine just how much information changes from a
daily basis, and give me a report on that.

You'd think there would be a bunch of programs out there that fulfill
this, but I can't find one!
