What are the procedures of vindication or collecting debts for overdue
student loans such as stafford, perkins and others from a person who
is not an American citizen, but a green card holder, and is currently
residing in Poland. (Poland shall become u memeber of the European
Union by May 31) (1) Is there a legal possibility of collecting
these debts (which are guaranteed by the Federal Government) outside of
the US territory? And, if so, (2) what does such a procedure involve
and how far can it go. Student loans cannot be solved/cancelled neither by the
statute of limitations nor by personal bankrupcy. In the US
territoty the collection may only involve withholding a salary and tax
refunds, but may not involve seizing property or real estate.
If there is any possibilty of collecting these outside of the US
territory, do laws governing collection procedure in a given
country (in this case Pland) apply, even if they differ from the US
laws in that respec, or do the US law apply?

As someone who has had a family member in this situation, I think it
is fairly unlikely that anybody is going to take active collection
action abroad.

However, if this person ever does return the US, and should become
eligible for a refund, or perhaps even apply for a Federal job, the
debt will still be there, and may be deducted.

And there may be a possibility that this bad debt may affect the
person's ability to get future credit, even in Poland.
