I believe my answer for you will make you very happy. I got a return
phone call back from A & E customer service just a minute ago, and
they told me that they did have a "quality control" issue with the
Victory at Sea DVD and that it had been corrected as of October 16th,
2003. They said that can not gaurentee 100%crystal clear audio, as
some of the audio in this film is vintage or historical, but that if
you were to get one of the DVD's somehow that had the badly mastered
audio and narration tracks, that they would be more than happy to
exchange it for the one that was released with the audio "fixed" or
let you return it
I found this out by doing a google search for " A & E Home Video "

I went down the page till I found the link to the store and clicked upon it.

I called the customer service # for the store 1-888-423-1212 and asked
them about it. The representitive put me on hold for about 5 minutes
and came back with the answer I just gave you.
So, you should be fine getting a good version after it's been re
released since October. You could also maybe check www.amazon.com and
www.ebay.com as well for a copy that may be less expensive. Ebay will
let you ask the seller a question before you bid, so you could find
out about the audio and Amazon has a return/exchange policy as well,
so maybe you could save a little money that way to as well.
