Ruy Cesar, the Sports Secretary, is being investigated by a Lawsuit
Parliament Committee. A supposed undercover relationship between Ruy
Cesar and Rodrigo Maia, son of Rio de Janeiro's mayor César Maia,
would supposedly account for government money being used in hiring
outsourced services on the part of sports federations, which then
would handle tycoon projects over to dishonest sports unionized
federations. The Accounting Courts of the Municipality of Rio de
Janeiro have been trying to spot irregular actions since last April
and produced a report whose Inspection Records have found out that
suspicious operations do happen.

The Committee started to hear suspects' accounts on March 9,2004.
