How does one find out if a particular individual owns any property
(real estate, vehicles, etc.) in a state of the US?  That is, what is
the best way to go about finding out?

More specifically, can one find out if someowns property anywhere in
the US? Or, must one go town by town, state by state?

In the Pacific Northwest, where I live, that is handled on a county
level.  To make it harder, very few counties in this area have
searchable websites.  Only a handful have that sort of information.  I
included a website for Yellowstone County who has a county seat in
Billings, Montana.  If you know where the individual lives, and that
county has an interactive website, that would be your best bet.
