This might sound ridiculous but I am a person with a family and I am
in debt. I heard that there are some places that will give out 
personal grants if you are accepted. I don't know if there is any
validity to these claims since most of the websites I've found require
some sort of payment, but I was wondering are there places out there
that will grant people money and where are they?

I am not sure what you mean by "grant". In some countries, if you are
in debt, social services are there to help. In others, you could turn
to charities. However, what you describe sounds a bit fishy: do you
mean people that would give/loan you money - although the bank and
credit cards companies declined to?

This doesn't sound like a social service or a charity. To me, it
sounds more like an attempt to scam people in need in one way or
another, or a black-market scheme, where you loan in a higher interest
than that of the bank (from criminals) and later would have to pay
that (higher) sum.

Some social services have advisors, that help you get back on track
and eliminate the debt.

Would you like - alternatively - a list of charities and the contacts
in the social services department (if one exists) in your area?

Thanks for the response. It sounded a bit fishy to me too. What I was
referring to was I believe Matt Lesko's 30 dollar program. But yes, I
would love a list of charities and social services. Thanks
