In one of his plays, Shakespeare writes about beverage alcohol, saying
something like "it increases the desire, but limits the performance." 
Which play is it and who is the character?  Thank you.

The phrase you mentioned was taken Shakespeare?s play Macbeth in a
conversation between the Porter and Macduff.
