We are looking for sources for utilities databases.  Primarily for
California, although other states are desired, we would be interested
in sources that show by address, the name on utility bills.  We would
like complete access to the database, not just one-at-a-time matching.

I have a list of all electricity companies in California (and all
other US states) that include name, address, and contact names of
individuals within that utility.  A phone number for the particular
company could easily be located with the provided information by
visiting Switchboard.com.  I could provide you with:

a) The above list
b) The above list with phone numbers (that I would manually locate and
add)

Would either of these options be acceptable?  If so, would you want
the data for all states, or simply for California?

Sorry, I was not clear.  I am not interested in names and addresses of
people working for utilities.  I am interested in utilities databases
that show names and phones of people getting utility bills by address.

Take a look at platts.com site they specialize in this kind of data.
It will be more expensive then 10$ but you will get a lot of info
