Can you please tell us the make and model of your laptop computer?
This power management feature varies from laptop to laptop, but if you
can tell us the exact make (eg. IBM) and model (eg. Thinkpad T40), we
can provide you with instructions on how to control this to your own
liking.

dobber-ga:

Unfortunately, HP does not provide enough information online for me to
walk you through the necessary steps. What I can do is point you in
the right direction.

Compaq should have provided, as part of their pre-installed software,
a configuration program that allows you to define different power
settings profiles. You will need to find this program, either in your
Control Panel or in your Programs menu (possibly under a 'Compaq' or
'HP' program folder), and edit, if possible, the power profile that
you are currently using. If you cannot edit it because it is a
standard profile, just create a new profile instead. As part of the
profile, you should be able to define the LCD screen brightness for
when you are on battery power (versus AC power).

I'm posting this as a comment in the hopes that you can find the
program on your laptop. If I come across anything helpful online, I
will recreate this as an official Answer.
