We are looking for sources for databases of public records:  We wish
to buy the databases, not just access them.  The type of databases we
are seeking include:
Property Records
Criminal Records
Voter Records
Rental Records
Business registrations
Licences

Who sells such databases? 
(We know about Merlin Information Systems, and PeopleFinder
(http://www.pallorium.com/cd.html) and others which do one-at-a-time
matches: we want the raw data, not individual matches.)

Hi! 

As said in their website, Public Record Sources does sell databases:
"You can purchase the contact information of individual databases in
an Excel or Access.
There are some restrictions. For more information call Mark Sankey at
1-800-929-3811 or by sending an email to brb@brbpub.com"
The list of searchable databases available at their site is huge and
they have every single DB you are looking for, I don't know if they
sell all of them, because of the "restrictions" they mention. Here is
the list:

County Courts Locate Civil, Criminal, and Probate Courts at the county
and municipal level. Over 6,900 courts examined in detail.
State Agencies Examines all the major state public record databases
including Criminal Records, Corporation Records, UCC, Vital Records,
Vehicle Ownership, Boat Ownership, Voter Registration, GED and
Hunting/Fishing License Information
Also includes State occupational licensing locations! Over 8,600 state
agencies/occupational licensing agencies profiled.
Federal Courts Features 500 US District & Bankruptcy Courts and 14
Federal Record Centers.
Education Institutions Verify degrees, attendance and transcripts at
over 4,000 accredited colleges/universities, and over 2,000 trade
schools.
County Agencies Quick access to over 4,265 locations for UCC records,
federal & state tax liens, lien/judgment records, and real estate

Then, I found some free dowloadable db you may be interested in. These
are not the ones you are looking for, but it seems to me that you need
as much resources as you can :)
