As you probably already know, IP addresses are not necessarily fixed
to any given physical location. A dynamically assigned IP address, for
example, can be assigned to any computer within a local area network;
that local area network can be as small as one room, or as large as a
whole city.

For the specific address that you have asked about, 024.009.179.002,
this is the extent of the information available:

If you go to http://www.geobytes.com/IpLocator.htm and enter the IP
address into the locator field, you will find out that this address is
used for a network device located in Portland, Oregon, USA.

With these other tools:

you can see that the address is part of a range of addresses owned by
Comcast Cable Communications. Comcast operates a cable television
service network in Portland, and provides cable Internet services as
well.

The only way to trace down the physical address of this particular
Comcast subscriber, would be to look into Comcast's Internet service
records to identify which customer was assigned that particular IP
address at the specific time that you identified the address.
Accessing this information would require either a court order (as that
information is protected information), or a determined hacker
committing a criminal act to access Comcast's systems.
