usually errors of this type this indicate a conflict with your Anti
Virus program , disable your AV program , Install Lotus , activate
your AV again

Bit at a loss here , What OS are you using and do you have enough
rights (like administrator rights ?) also how old is the software you
are trying to install compared to your OS (it might be necessary to
install it in compatibility mode if for example you try to install a
win 95/98 program on a XP box)

I am using Windows 98 Second Edition. Software is Lotus Millennium
Smartsuite, I have never registered it with Lotus/IBM. using only on
home PC in UK. WordPro already loaded sometime ago, but I would now
like to install organiser, but it stops because of the toolkit
message.

The only references I can find about this error point to an Antivirus
problem and suggest de-installing the AV software before installing
organizer, I am sorry that I can't help you any further here

Thank you for your time and effort, much appreciated. At an early
opportunity I will delete AV try loading smartsuite ad then reinstall
AV.
