This seems to be around $35 billion:

"Each year, more than 50 million Americans spend almost $38 billion on
tobacco products."
Source: National Network For Health

"Despite what we know about the health effects of tobacco,
Americans are still spending an average of $31 billion annually on
tobacco products." (reported in november 2003)
Source: SBC Baptist Press

"But tobacco is a 30 billion dollar a year business with a long history of
political power."
Source: Yale-New Haven Teachers Institute

Search strategy:
Google: +tobacco +spend +billion +americans OR +america OR +"united states"
