If you are an American citizen,it is currently against US law for
American citizens to travel to Cuba. Of course, many do, by way of
Canada or Mexico. The risk you would run occurs when you reenter the
US after being in Cuba. If US Customs discovers somehow you have been
to Cuba, you're in trouble.

If you're a Canadian citizen, on the other hand, no problem.

Have you checked the Lonely Planet guide for Cuba? It's got lots of
recommendations. Varadero is the most famous resort area.
If you do carry an American passport, it's probably safer to go
through Canada than Mexico--there are some grounds for believing that
the Mexican government has ratted people out to US Customs.
Commentary: Cuba is beautiful. But you will not come in contact with
*real* Cubans if you go to a resort--only government approved tools.
Worse, you will be giving your money directly to Castro. The
government has a strangle hold on the economy. Nothing trickles down
except to loyal subjects (and this creates a huge inequality problem
in a "socialist utopia"). Castro's control of tourism revenue is
allowing him to gain a stronger stranglehold on Cuban society.
Tourism very actively contributes to the government's ability to limit
freedom in Cuba. My own preference would be to go somewhere equally
beautiful where a visiter can have some contact with the locals and
actually help civil society.
