I have a program on my computer that I cannot delete nor find any
information about.  It is called RectGlue.exe.  Any ideas?

I haven't found any info for you, but I urge you NOT to run the file.
It can be dangerous to run an unidentified executable file.

Oh, throw me a frikkin' bone here, McSweeney, what directory is it in?
What operating system are you running? What does it say when you
right-click it and go to the Version Tab? (NOTE: I said right-click
NOT LEFT-CLICK!) Can you tell us some of the major application
software you have installed?

Also, you may wish to try the truly excellent program called textscan from AnalogX:

http://www.analogx.com/contents/download/program/textscan.htm

This will safely run through the file (without executing it) and show
you all the text to aid in identification. All the virus scanners miss
things when they are new, so I use textscan to see if they are sending
messages to places like evilhaxorz.com.
