Facts:
Kenya Wildlife Service (a govermental organisation -www.kws.org) is
planning to translocate this summer (starting July) 400 elephant from
Shimba to East Tasavo national park. This tranlocation is estimated to
cost ~$6500 per elephant. simple arithmetics show that it is more then
2.5 millon dollar.

Question: 
Where (exactly) do they get the money? Who are the donors? what
portion is govermental and if so, who is in charge of the funding
allocation? Are there any individual donors who help, and who are
they?

Any substantial info about the funding of this translocation will be helpful.
