What are the best cities in the United States to start a business that
is going to have a major shipping/component? Where are the biggest
HUBS? How does Phoenix AZ rate?

Shipping framed pictures. Palates and individual items. Quick delivery
required - overnight etc.

It depends.  You probably want a port city if you are doing int'l
trade.  You might want to do a geographic analysis based on the
freight you move and the locations of your vendors/customers.
