I need a quote from Rob Paige saying that must be "penalties,"
"consequences," or "sanctions" for schools and students that fail by
non-promotion or non-graduation.

For instance, the quote could be, "There need to be penalties for
students who do not pass standardized tests.  They should not be able
to graduate if they do not pass the test."  OR "There must be the
consequence of non-promotion for students who do not meet standards."

The quote must be a direct quote of Ron Paige.  Must relate to No
Child Left Behind, and not his time with the Houston schools.  Must
deal with non-graduation or non-promotion.  Must contain one of the
following words: Sanctions, consequence(s), penalties.

I found a couple of quotes that may meet your needs, though they don't
specifically state anything about promotion or graduation:

"States are to identify for improvement any Title I school that does
not meet the State's definition of adequate yearly progress for two
consecutive years. However, it is important to underscore the
flexibility granted by the statute to State and local educational
agencies to direct resources and tailor interventions to the needs of
individual schools. For example, the statute gives States and LEAs

consequences under "school improvement," "corrective action" and
"restructuring" that allow States to take a range of actions. For
