I need a quote from George W. Bush saying that must be "penalties,"
"consequences," or "sanctions" for schools and students that fail by
non-promotion or non-graduation.

For instance, the quote could be, "There need to be penalties for
students who do not pass standardized tests.  They should not be able
to graduate if they do not pass the test."  OR "There must be the
consequence of non-promotion for students who do not meet standards."

The quote must be a direct quote of George W. Bush.  Must relate to No
Child Left Behind.  Must deal with non-graduation or non-promotion. 
Must contain one of the following words: Sanctions, consequence(s),
penalties.  Obviously, source must be provided.

Is this the type of quote you're after?

Also, it's very unlikely that you'll find a quote from a politician
advocating that a student -- any student -- should be penalized in any
fashion.  For
Bush to say that an underperforming student in the No Child Left
Behind program should be...well...left behind!...would be an enormous
political mistake.

Instead, politicians hold the schools themselves accountable for
lifting up the performance of all students, as in the following
remarks:

...But it's also important to recognize that pouring money into
systems that do not teach and refuse to change will not help our

every corner of America because we have a fundamental belief that

Thank you for your help and this is close, but not quite it.  Such a
quote may very well not exist, but I thought it did and I need it to
be more specific about non-promotion or non-graduation as a sanction,
consequence or penalty.  Sorry...
