The technique that you are trying to do is referred to as "twin two-up
printing" in the print-shop industry. Unfortunately, there is no
direct way to do this in MS Word 2003. The technique described by the
commenter below will not work for you, as the text will flow from
Column A to Column B on each piece of paper, instead of from Column A
to Column A of the next piece of paper. This second method is possible
if you search in MS Word 2003's Help file on "Flow text side-by-side
with linked text boxes"; however, this is also insufficient if you
require automatic page numbering, indexing, or table of contents
references. Word will still see each physical piece of paper as a
single page, not two separate copies.
One way to accomplish what you want is to simply print your document
twice, rotating the paper 180 degrees between print jobs. You would
need to change your paper size from 5.5" x 8.5" to a size of 11" x
8.5" (ie. letter-size landscape), and increase your right margin by
5.5" (alternatively, if you are binding these and want the cut edge on
the 'inside', increase the left margin by 5.5" instead. Remember to
adjust your headers and footers!
If this sort of approach will work for you, let me know and I can
provide clearer instructions in an Answer.
