What accredited universities or colleges in California offer B.A.'s
  and teaching credentials that can be completed in full by taking on
  line courses only, as my husband does not have the time or inclination for
  the traditional classroom setting?

As was stated in the comment below, the really nice thing about online
courses is that there is no requirement that you live in the same city
or even state where the courses are offered. Here are some links to
Universities that offer online degree studies (these are mainstream
Universities) and I highly recommend that you use the search terms I
used to look at all the other options that you have.

Search term used:
online accredited universities

Caveat Emptor applies here. Be sure and contact the school district to
make sure they will accept a degree or certificate from these
Universities. Also check them out before sending any money in. There
are frauds online. Even the best researcher will be fooled. Good luck!

I have a cousin in CA who teaches for the online program at the
University of Harford, CT. Part of the point with online universities
is that you don't need to be in the same state. As for the teaching
certification, these require extensive classroom training, so it's
hard to imagine there will be an online substitute available.

I'm a teacher. Every "full" state certification program I know of
requires a teaching internship for at least 1 semester.  However, in
some states where there is a shortage of teachers, they will give out
"partial" or "emergency" certificates assuming the person has at least
a B.A. or B.S.  During the emergency or partial certification the
person may be eligible to teach while they are continuing the full
certification requirements, i.e. student teaching.  So they can
actually be paid to teach and at the same time be enrolled in a
college or university taking the internship (student teaching) class. 
Most of the other academic and teaching methods classes can be taken
on line from many different colleges and universities.  It would
probably be very easy to go to any public school in your area and ask
the principal what the state certification policies are for your
state, California.

Thanks to both of you.  I, too, am a teacher, and know that my husband
will have to do "in-class student teaching" and some of the other
credentialing courses in the classroom.  What I am looking for are the
names or web addresses of  specific accredited universities or
colleges online which offer online BAs or some teaching credential
classes online.
