Well, my instinct that there might be only one upright that meets all
of your criteria -- well-rated, <$1,000 range, upright, built-in
programs, a heart monitor, and easily adjustable resistance -- seems
to be correct.
The Keys CardioMax 550 gets a "Budget Buy" rating from Consumer Guide

), sells for well under $1000, is programmable, has a heart-rate
monitor, and has push-button magnetic resistance. I found two online
stores with good prices on the CardioMax 550: FactoryFitness sells it
for $299 with no shipping charge in the continental U.S. (

while Cheap Fitness sells it for $289 plus $35.95 for shipping and

One other exercise bike appears to match your needs -- except for
price. The True 500U is a Consumer Guide "Best Buy" (

), and has 16 levels in pre-programs, a heart rate control, and both
pre-programmed and manual resistance changes. But its MSRP is $1295,
and I could not find a dealer selling it for under $1000.
I wish I could come up with something more. The difficulty of the
problem is shown by the fact that ConsumerSearch, which is in the
business of finding all of the ratings, did not find much. I tried
searching for various combinations of the words "rating" or "review"
with the terms "exercise bicycle," "exercise bike," "stationary
bicycle," or "stationary bikes," as well as plurals of these words and
terms. But after a while, the same web sites kept showing up. So
maybe the real answer is that there is little out there that
ConsumerSearch hasn't already found.
I hope that the Keys upright meets your needs. Or perhaps an upright
model from one of the brands that has received good ratings for other
models will work for you. And maybe someday Consumer Reports will
finally update its ratings!
