It is unlikely that any copy protection method on the CD is causing
this problem. It is more likely that the CD either did not insert
fully, or there is an error with the Powerbook's drive.
Please try each of the following three methods suggested by Apple in
their tech note:

F12, or Media Eject Key
You can use the F12 key, also know as the Media Eject key (), located
at the top right corner of the keyboard to eject a disc from the
DVD-ROM drive. Press and hold down this key for a few seconds until
the disc is ejected.
Restart the Computer
You can eject a disc from the drive by restarting the computer and
holding down the trackpad button while the computer starts up. Press
the trackpad button until the disc is ejected.
Emergency Eject Button
The original PowerBook G4 computer has an emergency eject button. If
other means of ejecting the disc do not work, then try using the
emergency eject button.
1. Make sure the computer is turned on. You cannot use the emergency
eject button if the computer is turned off.
2. Insert the end of a paper clip into the emergency eject hole
(located on the right side of the drive slot).
3. Press the emergency eject button as shown in Figure 1."

If none of these methods work, you can use something like a business
card to try to push the CD in further, just in case it did not
completely seat into the drive properly.
Please let me know if you have any success with these approaches. As
the DVD-ROM drive in your G4 Powerbook is a sealed unit, the only
other alternative would be to have an authorized Apple Repair Depot
extract the CD for you while repairing the drive.
