I am looking for a freeware network utility that will enable me to
monitor and toggle on/off internet access from my desk on 4 PC's on a
small Windows XP peer-to-peer network. I want it to be invisible to
the person on the PC being toggled off.  In effect I want to be able
to "unplug" the user from my desk without physically unplugging their
network cable.  Hope you can help.

   Do you have a router for this network? and is it attached to the
computer you are using?

Yes I do.  A Netgear RP114 router and all the 4 PC's on the LAN
including my own connect to it.
