You have asked a very specific question, and I pleased to be able to
give you a very specific answer promptly:

"Shepherd Fennel's Dance" was composed by Henry Balfour Gardiner
(1877-1950) in 1911.

The source of this information is a review on the Classical Music Web
for a CD on the Hyperion label called British Light Music Classics,
Vol. 4. The date of the composition of each selection on that CD is
part of the information provided about the recording. Here is the
link:
Music Web: Classical Reviews: British Light Music 4
http://www.musicweb.uk.net/classrev/2002/Nov02/British_Light_Music4.htm

Additional Information:

Here is some information about Balfour and Shepherd Fennel's Dance
that I came across during my search:

"Henry Balfour Gardiner (1877-1950), trained in Germany as a member of
the "Frankfurt School" (along with Grainger, Quilter and Norman
O'Neill), composed relatively little and was perhaps better known for
using his own money to promote performances of compositions by his
friends, notably Holst, but he made memorable contributions in the
fields of orchestral, chamber and piano music, song and church music.
The Shepherd Fennel's Dance, inspired by Hardy, was once very popular
with light orchestras. To this we may add the Overture to a Comedy
(1906), Humoresque and In Maytime (1914) and, for piano solo,
Shenandoah (a nautical suite) and Five Pieces."

Search Strategy:

This simple Google search led me directly to the CD described above,
but did not give me the date of the composition, although it did place
it in the first one-third of the 20th century:

balfour gardiner fennel's dance "composed in"

Then, another search using the date of Balfour's death as one of the
search terms returned the "hit" that contained the date of the
composition:

balfour gardiner shepherd fennels dance 1950
://www.google.com/search?hl=en&lr=&ie=ISO-8859-1&safe=off&q=balfour+gardiner+%22shepherd+fennel%27s+dance%22+1950

I am confident that this is the information you are seeking. If
anything is unclear, please ask for clarificiation before rating this
answer.
