No steps where taken to hide or remove the information from the site - it's still there. So as pinkfreud kindly pointed out the answer to your question is it was never taken down, and is still there. If you take a look at the link you provided in the question and strip all the junk away before the 'www.' bit (it shouldn't be there, and will only work on the machine that the link was sent from) you'll find that the rest of the actual website address matches that which pinkfreud posted. It aint rocket science! :-) |

My bad, the above was all a load of rubbish (aside from the stripped junk bit). I didn't spot the difference in the site names towards the end of the url! |

cordie-ga: The PDF file that you were looking for is just that, a file. It is not a website. While it is not considered good practice to rename files after they have been posted online, it is also not unheard of. In this particular case, and without asking the Cap Metro webmaster directly, I can only speculate that the bookmark you had to the "FY 2004 Budget.pdf" file was created before the final budget was approved. In fact, if you look at the name of the final approved version, you will see that it is "FY2004 Approved Budget.pdf" ( %20 is the notation for a space character ). The webmaster is then faced with the need to make sure that anyone looking for the budget document pulls down the correct one. One way to do this is to rename the original document as the "Proposed FY 2004 Budget.pdf" file to clearly differentiate it from the final one. Clearly, the webmaster did not think of the possibility that visitors to the website may have bookmarked the original file name; at the same time, there is no requirement that the webmaster NOT rename files since web-based content is considered dynamic (ie. always subject to change). Since you indicate that the "Proposed FY 2004 Budget.pdf" document is the document that you were looking for, it would seem that there is no attempt to cover up anything hear, it is simply a case of a webmaster who may not have fully thought out the consequences of a seemingly innocent renaming of a file to make the name more clear.
