I have Windows XP Home edition.  Periodically, when I start to drag a
file somewhere, I get a pop-up window that says:

CShellExtension::XDropTarget::DragEnter

I'm unable to close the pop-up window, and end up restarting my
computer.  This problem only started occurring recently.

What's going on, and how do I fix it?

I found this explanation and solution - 

Newsgroups: microsoft.public.windowsxp.help_and_support:
Subject: RE: Shell Extension error in explorer:
"CShellExtension is used to develop Shell Extension Handlers.  These
handlers are used by applications to add additional functionality to
the Windows shell. It was determined that an application called
"Steganos II Security Suite English" had attempted to add a shell
extension to Windows.  It seems that this application was designed for
Windows 98, and once the computer was upgraded to Windows XP, the
shell extension no longer functioned."

"Please perform the below steps to resolve this problem:

1) Run regedit
2) Verify that the default value for 
HKEY_CLASSES_ROOT\Directory\shellex\DropHandler is 
{a230b063-db0b-11d2-bca4-000001248331}
3) Backup HKEY_CLASSES_ROOT\Directory\shellex\DropHandler
4) Delete HKEY_CLASSES_ROOT\Directory\shellex\DropHandler
5) This key is not needed unless a DropHandler shell extension is installed"
