When I was a teen, I once saw a movie (possibly a show) that I vaguely
remember only by 2 scenes. If I had one guess, it would be one of the
james bond movies, but hey it coulda been a mcguyver show for all i
know. I'm betting it was a movie though.
1st scene :
bad guys are chasing the protaganist. Protag. is getting away in an
old (ice cream ??) truck, then as the bad guys are gaining on him, he
presses a button on the dashboard, and the entire frame of the ice
cream truck falls off, revealing a (black ?) sports car, and he gets
away.
Scene 2 : At some point in the movie, there are a group of men on a
rooftop. (this is a longshot, but I think they were wearing turbins),
and im guessing the good guy pops out a pair wings ( im guessing they
were mechanical, because this wasnt a fantasy movie) and flys off to
get away.

Sounds very similar to "Condorman"...
"A pre-Phantom Michael Crawford plays Woody, a goofy
cartoonist-accidentally-turned-spy in this Cold War-era lark. In Paris
visiting his friend, a CIA "file clerk," Woody is sent on a
cloak-and-dagger errand and is mistaken for an operative by his
beautiful Russian counterpart. She then contacts the agency with the
demand that he, and only he, help her defect. Writer adopts comic book
persona and voilą: Condorman! This wide-winged hero thwarts the pesky
Soviets at every turn. From the old run-down farmer's truck he's
driving emerges a flashy race car that outruns a fleet of Russian
vehicles. Later, in a Chitty Chitty Bang Bang moment, the car sprouts
floaters, allowing the pair to escape their pursuers by sea."

I'm fairly sure the protagonist's sports car (beneath the truck) was
yellow, but the baddies chasing him were driving black Porsches, and
one of the drivers had a silver eye.
There is also a seen I recall (possibly towards the end) where the
protagonist evades capture by sprouting mechanical wings and jumps off
a building together with the lady. I'm not sure about the turbans -
the baddies may have been wearing Russian hats though (?)
Sound familiar?
