The Xerox 7300 Color Laser DN can print up to super tabloid size paper
(12X18 inches).  Also, there is a 1/4 to at most 1/2 inch no printing
zone (margin or border) around the edges of the super-tabloid sheet. 
This means that the printer can actually print a maximum image size of
perhaps 11.5X17.5 or at worst 11X17... that means I could print on a
12X18 page an 11X17 image that if I then cut the paper down to 11X17
the color image would bleed to the exact outside edge of the paper.

So, how can I print an 8.5X11 page with a full bleed to the "bitter
edge" of the paper WITHOUT cutting the paper after it comes out of the
printer.

According to my little bit of research at Xerox they say they can't
print within that magical 1/4 to 1/2 inch of edge of the paper.

I need an answer to the question:

How can I get my Xerox 7300 DN Color Laser to print color to the
bleeding edge of my 8.5X11 standard paper?

You will not be able to print edge-to-edge on your Phaser 7300.
I will try to explain, paper is transfered under the 4 drums by the
transfer belt. If you would print edge-to-edge, some toner won't be
transfered to the paper but will stay on the transfer belt because
your image would have to be slightly bigger than the paper size you
are using. The machine just isn't accurate enough to start printing
exactly on the edge of the paper. This would leave some toner on the
transfer belt. Where is this toner going to go? It will go into the
waste toner bottle under the transfer belt, and the wiper blade + size
of the waste toner bottle just weren't designed to take up this much
toner from the transfer belt.
It's a design limitation, if you would design a machine that is
capable of printing edge-to-edge.. you would have to have a mechanism
capable of cleaning the excess tonor of the transfer/accumulator belt
(depending your design). Xerox doesn't have any (office) machines that
are capable of doing this.
This is why most Pre-press shops print on a larger size and use cut
marks and cut the prints afterwards to get full bleed prints.
