What towns and cities in the USA are likely to grow and expand with new 
busnesses and young families, have a lower than average cost of living, have 
an excellent health care system and
whose residents are liberal to moderate philosophically and in politics?

Money magazine has one of the most popular online tools to search different 
cities by qualities such as crime rate, weather and school quality.  It is 
located at:

There is no category for political viewpoint on Money's site, and so I took the 
highest-ranked cities for the qualities of low cost of living and good medical 
care and eliminated those places that appear on online watch lists for cities 
that are unfriendly to liberal viewpoints such as:

The resultant list is: 

Tyler, TX 
Lafayette, LA 
Terre Haute, IN 
Jackson, TN 
Grand Junction, CO 
Memphis, TN 
Bryan, TX 
Danville, VA 
Pueblo, CO 
Houma, LA 
Greenville, NC 
Lima, OH 
Lynchburg, VA 
New Orleans, LA 
Youngstown, OH 
Roanoke, VA 
Alexandria, LA 
Monroe, LA 
Lincoln, NE 
Dothan, AL 
Clarksville, TN 
Athens, GA 
Odessa, TX 
Hagerstown, MD 
Gainesville, FL 
Punta Gorda, FL 

These cities are going to be heavily biased towards the characteristics you 
mentioned.  I would highly recommend that you spend some time playing with 
these tools, as well as the comparable ones listed below.  It's likely that you 
will find other qualities that are also important to you, such as crime rate, 
leisure activities and educational opportunities.
