How do I file a complaint against Paypal?  They paid an e-pay seller
twice for the same item number, on the same day, via bank transfer and
VISA.  The e-pay seller does not respond and Square Trade charges $20.
to mediate, which is more than the $10.95 refund I am owed.  I am just
as upset with Paypal as I am the seller.

Click on Help / Contact Us / Service Center:
"PayPal Customer Service Agents are available to help you from 4:00 AM
PDT to 10:00 PM PDT every day."

Thanks for a solid answer - very well worth the posting fee.

Complain to PayPal ... They're a highly reputable outfit.

Continue to pursue it with Paypal, but if they haven't resolved it by
the time  your Visa bill arrives there is usually a very simple
procedure for marking a payment as a duplicate payment and challenging
it -- just look at the reverse side of your statement.  Most banks
won't give you any trouble over contesting such a small charge.

Can't even find a "link" to Paypal customer service or better yet does
anyone have a phone number.  Highly reputable has nothing to do with
this...I'd like to reach them to complain.  hired2buy-GA
