What are the laws in each State regarding the recovery of money owing
as a result of someone giving a retailer an NSF cheque.
e.g. In California the merchant is entitled to $100.00 dollars plus
the amount of the cheque and in addition, Small Claims Court costs.
Do the other States have the same, or similar formulae?
(This price is a starting price, the tip will make it up to a dollar
per State for which information is provided to a maximum of $50.oo)

The National Check Fraud Center has this great page titled "Bad Check Laws by
States."  Because of copyright laws, you should go to the web site for the
complete list.

"Civil Penalties by States ...
- Alabama. Greater of $10 or actual bank charges.
...
Criminal Penalties by States ...
- Alabama. Check of $500 or more, fine of not less than $500 nor more than
$5000 or imprisonment up to 3 years, or both; under $500 check, fine depends
on amount and offense. Court shall also order restitution to plaintiff;
defendant shall pay court costs if convicted."

We pick up two states that are lacking from the above page (Michigan and Ohio)
from this Carreon & Associates list.  They also list additional information on
statute of limitations and interest rates that can be charged, etc.

From the above lists, it appears that 5 states do not have civil penalties,
those being Kentucky, New Jersey, Oklahoma, South Dakota and Texas.  There
is one state, Minnesota, that does not appear to have criminal penalties.
