I want to create a tree menu based on a database or XML file.  I want
to use the Tigra or Flash equiv.  for the actual menu -- but I will
accept any tree menu initially.

This solution allows you to create menus from XML files, so using a
simple config program or writing a database app that allow creation of
complex menus would be nice.
