I am on social securtiy disabitlity and recieve $811.oo per month. 
This amount if my only source of income.Ijust found out about a
program that  qualified me  for a real estate tax break of 50% off my
bill. However I  want to know if I can get this cut to be recoactive,
since I have qualified for the past 10 yrs but did not apply until
now. I live in Broome county,,upstate ny. Perhaps up to three yrs back
would be great.
